I tend to assume that 24-hour nurse lines provided by health insurers tend to exist mainly to convince people not to go to expensive emergency rooms for anything other than imminent death, and I would assume something similar with a pet insurance line. They definitely have an incentive to lean on the side of not going to a vet.
